LONDON, UNITED KINGDOM — Electro Scan (UK) Ltd. has been awarded a 5-kilometre sewer condition assessment contract by the Ras Al Khaimah Water Authority (RAKWA), further strengthening its presence in the Middle East. The project will be delivered in partnership with Applus Velosi, a global leader in testing, inspection, and certification services.
Under the agreement, Electro Scan will deploy its advanced Focused Electric Leak Location (FELL) technology to assess the structural integrity and leakage conditions of RAKWA’s gravity sewer network. The high-resolution, machine-intelligent inspection system is designed to provide precise, quantitative data on pipe wall defects and active infiltration—capabilities that extend beyond the limitations of traditional Closed Circuit Television (CCTV) inspections.
RAKWA has positioned itself as a regional leader in progressive sewer condition assessment, particularly in addressing challenges such as tidal infiltration and groundwater ingress. Conventional CCTV methods, while widely used, often rely on visual interpretation and can miss hidden or active leaks. Electro Scan’s FELL technology, by contrast, measures electrical conductivity to detect and quantify defects, offering objective and unbiased data for rehabilitation planning.
This latest award marks the third collaboration between Electro Scan and Applus Velosi on projects for RAKWA, underscoring the strength of their partnership and the client’s continued confidence in their combined expertise.

Supporting Broader Wastewater Infrastructure Development
The contract comes at a pivotal time for wastewater infrastructure in Ras Al Khaimah. The Government, through the Public Services Department, recently signed a long-term sewage treatment agreement with a consortium comprising TAQA Water Solutions, Etihad Water and Electricity, and Saur International. The agreement will see the development of the emirate’s largest wastewater treatment facility.
Designed with a treatment capacity of 60,000 cubic metres per day and expected to serve up to 300,000 residents, the new plant will be delivered under a public-private partnership (PPP) model—the first of its kind in Ras Al Khaimah. The initiative reflects a broader strategy to modernize wastewater infrastructure, strengthen environmental resilience, and support sustainable urban growth.
Against this backdrop of significant infrastructure investment, advanced condition assessment technologies such as FELL are playing an increasingly important role. Accurate, data-driven insights into network condition enable utilities to align inspection and rehabilitation strategies with expanding treatment capacity and regulatory expectations.

Electro Scan’s FELL-based inspection technology identifies and measures infiltration and structural defects that may go undetected by acoustic sensors or CCTV cameras. By generating machine-produced data rather than relying solely on visual interpretation, the system eliminates subjectivity and enhances transparency in asset evaluation.
Working alongside Applus Velosi, Electro Scan (UK) Ltd. will execute the assessment program in accordance with international best practices. The collaboration combines innovative inspection technology with strong regional project delivery capabilities, ensuring seamless execution within the UAE market.
