Universal Aviation Opens Dammam Terminal as Saudi Arabia Builds Its Business Aviation Infrastructure

Saudi Arabia’s aviation ambitions extend well beyond commercial passenger traffic. As the Kingdom pursues the economic diversification goals of Vision 2030, private and business aviation are also emerging as important components of the country’s infrastructure strategy.

Universal Aviation has taken a significant step into that market by beginning operations at the new General Aviation Terminal and fixed-base operator facility at King Fahd International Airport in Dammam.

The facility is the first dedicated General Aviation Terminal and FBO in Saudi Arabia, according to Universal Aviation, and marks the company’s first operational location in the Kingdom. It also represents the beginning of a broader expansion plan that will eventually include operations in Jeddah and Riyadh.

The Dammam facility was developed in partnership with MATARAT Holding and Dammam Airports Company, with Universal Aviation appointed as manager and operator. The company is providing full-service ground handling and has already processed its first flight through the new facility.

The opening is significant for the Eastern Province, a major centre of business and industry. A dedicated private aviation facility can offer corporate flight departments, charter operators and aircraft owners greater control, privacy and operational efficiency than conventional airport infrastructure.

The 42,000-square-foot terminal includes two VIP lounges, a dedicated pilot lounge, conference room, food and beverage area, offices, showers and on-site customs, immigration and quarantine facilities.

The project also includes an approximately 20,000-square-foot private aviation hangar. Universal Aviation describes it as the first state-sponsored general aviation hangar in Saudi Arabia, providing climate-protected aircraft storage in a region where extreme heat, humidity, dust, sand and coastal conditions can accelerate wear on aircraft and sensitive systems.

That infrastructure has practical implications for aircraft operators. Climate-controlled hangarage can help protect aircraft assets, support operational readiness and provide flexibility for operators seeking long-term, seasonal or short-term basing.

The Dammam launch follows a development and readiness programme that began after Universal Aviation received the concession to manage the facility in late 2025. The process included facility construction and fit-out, the February 2026 inauguration, recruitment and training of a local team, deployment of ground-support equipment and completion of regulatory and operational certifications. Universal Aviation also obtained its GACAR Part 151 certification from Saudi Arabia’s General Authority of Civil Aviation.

The company is approaching the Saudi market as a coordinated national network rather than a collection of individual facilities.

Dammam is the first of three planned flagship locations. In Jeddah, Universal Aviation is expected to manage a dedicated private aviation hangar of approximately 108,000 square feet at King Abdulaziz International Airport. In Riyadh, the company plans to operate an exclusive private aviation lounge at King Khalid International Airport while providing full-service ground handling.

The strategy is designed to give operators a consistent point of contact across the Kingdom.

Universal Aviation says its Operations Control Centre will coordinate multi-city itineraries, operational changes and communication among its own teams, airport authorities and service providers. The company also plans to extend coordinated support to airports across Saudi Arabia as its network develops.

That model could become increasingly valuable as business aviation grows alongside international investment and corporate activity.

Business aviation often functions as an infrastructure layer for executives, investors, entrepreneurs and companies that need to move efficiently between multiple locations. As Saudi Arabia attracts new international businesses and develops major projects across the Kingdom, demand for reliable private aviation services could grow alongside that investment.

Universal Aviation is bringing considerable international experience to the market. The company operates across more than 75 locations in over 20 countries and has more than 65 years of aviation experience.

Its Saudi expansion therefore combines local infrastructure with an established international operating model.

The move also aligns closely with Vision 2030, which seeks to diversify the Saudi economy, expand private-sector participation and strengthen the Kingdom’s position as an international business and investment destination.

For Saudi Arabia, developing business aviation infrastructure is not simply about serving private aircraft owners. It can contribute to a broader ecosystem of investment, tourism, corporate mobility and high-value international activity.

For Universal Aviation, the opportunity is equally strategic. Establishing a presence in Dammam, followed by Jeddah and Riyadh, gives the company a foothold in one of the Middle East’s most ambitious infrastructure markets.

The opening of the Dammam terminal is therefore more than a new aviation facility. It is an early indicator of how Saudi Arabia’s private aviation infrastructure is evolving to support a more internationally connected economy.
