Building a Gateway to Innovation: Altamonte Springs Launches Center of Excellence for Global Companies Entering the U.S.

Across the United States, cities compete fiercely for investment, innovation, and talent. Yet few attempt to redefine their role in the economic ecosystem itself. Traditionally, local governments have operated as regulators, facilitators, or end users of technology. Increasingly, however, a new model is emerging, one where cities position themselves not merely as customers of innovation, but as active architects of it.

That philosophy sits at the center of a landmark initiative launched by Altamonte Springs in partnership with TSG Transportation Advisors. Together, the two organizations have established a new Center of Excellence through the Altamonte Global Innovation Lab, known as AGīL, designed to help international companies navigate the complex regulatory, operational, and procurement landscape of the American market.

The initiative represents more than a business development program. It is an attempt to build an integrated ecosystem where innovation, compliance, workforce development, and government collaboration converge under one structure.

At a time when federal infrastructure and technology investments in the United States are reaching historic levels, the ability to comply with domestic sourcing and procurement regulations has become a defining challenge for global companies seeking entry into the market. Legislation such as the Build America, Buy America Act has created vast opportunities, but also significant barriers for organizations unfamiliar with federal compliance standards and procurement systems.

For many international firms, the American market can feel less like an open highway and more like an intricate maze of policy requirements, supply chain rules, and institutional networks. The new Center of Excellence aims to change that.

“Altamonte Springs has always believed that local government can be a platform for innovation, not just a customer of it,” said Frank Martz. “It is not enough to say we are open for business. We are now providing the guidance, the infrastructure, and the connections that give companies a genuine path to success in the American market.”

That statement reflects a broader transformation occurring in economic development strategy. Increasingly, cities are recognizing that attracting global innovation requires more than incentives or office space. Companies entering the United States need operational guidance, market access, regulatory clarity, and local networks capable of accelerating deployment. The Altamonte Springs model attempts to provide all of those elements simultaneously.

Through the partnership, companies working with the Center of Excellence will gain access to expertise in domestic content compliance, procurement engagement, Small Business Administration guidance, public private partnership opportunities, fundraising strategies, and go to market support. But perhaps the most distinctive feature of the initiative is AGīL’s “living laboratory” model.

Rather than testing technologies in isolated environments, companies can deploy and validate solutions within real government operations before entering broader commercial markets. In effect, the city itself becomes a proving ground for innovation.

This concept of a municipal testbed is rapidly gaining relevance in an era where governments increasingly serve as early adopters of emerging technologies ranging from smart mobility systems to artificial intelligence driven public services.

“The United States government invests hundreds of billions of dollars annually through programs that require domestic content compliance,” said Joe Moye. “This Center of Excellence turns that barrier into an advantage.” The initiative also carries significant regional implications.

AGīL’s network extends far beyond Altamonte Springs itself, encompassing Seminole County municipalities, educational institutions, airports, and workforce development organizations. The inclusion of the Orlando Sanford International Airport and its Foreign Trade Zone introduces additional strategic advantages for international companies looking to establish supply chain operations within the United States.

At the same time, the partnership places strong emphasis on workforce development, acknowledging that innovation ecosystems require human infrastructure as much as technological infrastructure. AGīL and TSG Advisors are jointly developing programs aimed at helping businesses build technology pipelines, support emerging industries, and connect innovators with skilled local talent.

This long term thinking reflects a deeper understanding of how global competitiveness is evolving. The cities most likely to attract investment in the future may not simply be those with the lowest taxes or largest incentives. Increasingly, they will be the ones capable of offering integrated ecosystems where regulation, talent, deployment, and collaboration exist in close alignment.

Altamonte Springs has already built a reputation for experimentation and innovation. The city’s portfolio includes autonomous micromobility systems, AI powered human resources tools, award winning water purification technology, and nationally recognized public health monitoring systems. Yet the new Center of Excellence suggests a broader ambition taking shape.

Rather than positioning itself solely as a smart city, Altamonte Springs is attempting to become a gateway city. A place where international innovators can enter the American market with guidance, infrastructure, and operational support already in place.

It is an ambitious vision, certainly. But it also reflects a growing reality in the global economy: innovation no longer belongs exclusively to private industry. Increasingly, cities themselves are becoming platforms upon which the future is built.
